The shooting in Dayton, the 251st mass shooting in the United States this year, took place only hours before an even deadlier mass shooting in El Paso, Texas. As the city reeled, its mayor, Nan Whaley, was suddenly rocketed into prominence as both a spokesperson for Dayton and a figure in the national conversation about gun violence.
